Is there a way to jam RDD's? I would also assume having a device that detects specific personal positions is an invasion of privacy and can be protected agents?

Nope, they work the same way as your detector. The only way to beat one is to emit 0% from the detector.

I did hear about a so called device called the Zapper that was supposed to set off the Spectre initially but haven't heard about it in quite some time.

the zapper is a old Rooshoo that scares Kangaroos away in Australia, it didnt jam it simply set off the spectre like a detector would
