Without quantitative testing, it's going to be impossible to determine whether or not that such a proposed setup would effect complete center-mass protection (particularly due to the fact that the OP needs to run a front plate, and as such, even with a "non-'retroreflective'" front plate solution, his local enforcers would still be trained to bias initial shots towards center-mass).

Remember, as the vehicle gets closer to the LIDAR, the spread of the beam decreases drastically - particularly based on the LIDAR hardware - and as "seeing" the incoming beam is of the utmost importance, placement is thus crucial.

Without true quantitative testing, there's unfortunately no way to know whether this proposed setup will effect proper center-mass coverage (which includes the front windscreen and roofline) - and at the same time, there's no way to tell if my previously proposed setup (post #3) will effect similarly proper coverage of the extreme headlamp corners and rearview mirror.

I would truly recommend good, controlled, quantitative testing in this particular case, particularly given how far the headlamp units "wrap around" to the fenders, especially so as those areas contain reflector elements, which effectively compounds the problem as his center-mass coverage should be as best as possible due to its status as primary threat.

Finally, although I recommended the inboard placement of heads, with the receiver sensors on the individual heads placed themselves "outboard," should RadarReviews_Net's placement be chosen, I would instead recommend an "inboard" placement of the heads' receiver sensors, instead. Effectively, this "flip-flop" configuration of receiver sensor should allow for counter-coverage.
