I'd actually say that you're relatively safe as long as you stay
below 10+ PSL, provided that the conditions are clear and traffic is not a total mess. As long as you're a smooth cruiser (don't cut in and out of lanes, tail-gate, etc.), the Ohio State Patrol is actually relatively good about giving travelers a break.
Unfortunately, local enforcement will be a different story - and I wish I could help you out, but I honestly haven't been on I-80 that much, over the past couple of years, to be of much assistance in that respect.
