To be honest, I'm against them for safety reasons. When the light turns yellow in an area with them, many people are likely to panic, and pound the gas to avoid getting nipped when the light changes and their back end is still in the intersection for a fraction of a second. The issue is, a paniced driver slamming the accelerator could end up rear ending a vehicle infront or hitting a pedestrian that the driver would've otherwise allowed for.

In areas without them, if you are in the intersection when the light hits yellow, or are at that "Point of No Return" when the light hits yellow, you can take a bit more time to safely get through. There's usually a point in the light change where BOTH lights are red for 2-3 seconds, this is to normally allow for anyone going through the yellow to go through safely.
